We initially intended that the Backup Card be used when transitioning devices, so having another device is ideal.
However, with iOS for iPhone, the latest version allows you to press and hold the Backup Card QR to open the URL in your camera roll.
Also, for both Android and iOS, displaying the Backup Card on the "Google Lens" app will show the URL to open the browser.
The backup will complete as soon as the browser is opened.
